Quantrax Corporation is founded in Bethesda, Maryland, by Ranjan Dharmaraja, who had led development at an earlier AS/400 collection-software vendor. Intelec is designed in 1990 and ships around 1991.
- August 2009
Intelec is renamed RMEx. The libraries on the IBM i still carry the Intelec name.
- 2016 to 2023
Releases 5.0 through 7.0 ("Montana", December 2023) ship as IBM PTF-style updates; 7.0 patches continue into 2025. The web interface is an IBM HATS screen transformation over the 5250 terminal screens.
- 2018 to 2025
Quantrax's hosted estate runs on quantraxcloud.com (registered November 2018); the vendor states RMEx is not a public cloud system. The user conference lapses from 2019 to 2022, returns in 2023 and 2025, and no 2026 edition is announced.
- 2025 to 2026
Recent vendor posts include "Why Quantrax doesn't have AI on its RMEx roadmap" and "Why APIs won't save your collections platform"; a new CIO joins in March 2025; a GSA Multiple Award Schedule is awarded in January 2026. No published SOC 2 or PCI attestation was found for the hosted environment. Two recent Quantrax wins came from Finvi shops (2023 and 2025), which is the market this page lives in.
Why agencies leave Quantrax RMEx.
RMEx customers are not leaving a failing vendor. They are leaving an architecture: an IBM i system whose rules live in a knowledge base only a few people understand, whose integrations are built and held by the vendor, and whose data comes out through Query/400 and SQL jobs that need someone who knows an iSeries. Much of the vendor's own content is about calming migration fear, which tells you what its prospects worry about.
IBM i underneath, RPG code, DB2 for i, and a web interface that is a screen transformation of the 5250 terminal. Getting data out is an IBM i job, and the people who can run one are retiring.
Integrations are vendor-managed by design. Quantrax says it manages all custom integrations for your RMEx and argues against open APIs; every new dialer, processor or vendor is a request to Quantrax.
The intelligence is a knowledge base you build. The vendor recommends six to eight weeks to set it up, and its own fit statement says the product is not recommended where management is not committed to rules-driven operation.
A founder-run company, 38 years in, with the founder still the public face of every conversion, development and after-hours support run from its Sri Lanka affiliate, and version drift the vendor attributes to customers not on the current release.
Quantrax RMEx vs Resolvah

- Find your iSeries person. If the only one who can run Query/400 against RMEx is a contractor or a retiree, book them for the export window before anything else.
- Inventory the knowledge base with whoever built it: which rules fire in a normal month, and which have not fired in a year.
- Read your hosting agreement if you are on quantraxcloud.com: notice period and how you get a full copy of your libraries.
- Tell your payment processor a re-point of the token vault is coming, and get any fee in writing.
- List the vendor-built integrations you depend on (dialer, texting, scrubs, letters); each one is re-pointed to Resolvah, not carried over.

How painful is moving our Quantrax RMEx data to Resolvah?
We make it as painless as we can, and we do it with you rather than to you. Anything that cannot come across (call recordings held by a dialer vendor, for example) is identified up front, so nothing is a surprise on cutover day.
